Mitigating KEPCO Power Factor Penalties in High-Density Mining Substations

In commercial proof-of-work mining, electricity is not merely a utility bill—it is the dominant recurring operational expenditure, accounting for 75% to 88% of total facility overhead. In South Korea, contracts with Korea Electric Power Corporation (KEPCO) enforce strict power factor requirements that can either deliver substantial tariff rebates or incur punitive monthly surcharges.

Understanding KEPCO's 90% Power Factor Threshold

KEPCO regulations require high-voltage industrial customers (Industrial Service B, High Voltage A/B) to maintain a lagging power factor of at least 90% between 09:00 and 23:00. For every 1% that a facility drops below 90%, KEPCO adds a 0.2% surcharge to the base demand charge. Conversely, maintaining a power factor between 90% and 95% earns a corresponding rebate.

Because modern server-grade switch-mode power supplies (SMPS) introduce high-frequency switching noise and harmonic distortion back into the facility distribution bus, an unconditioned mining floor will frequently observe lagging power factors drop to 82-84%, generating tens of millions of won in unnecessary annual penalties.

Active Harmonic Filters vs. Automatic Power Factor Correction (APFC)

Standard capacitor banks, while inexpensive, are vulnerable to harmonic resonance when paired with non-linear loads like ASIC power supply units. If 5th and 7th harmonic currents coincide with the resonant frequency of the capacitor bank, catastrophic capacitor failure or transformer overheating can occur.
